Editor's note
Ord. No. 300-01-10, § 3, adopted March 16, 2010, provides that in the case of any
activity, goods or services provided by the City for which there is an out-of-pocket
cost to the City, or for which a fee or charge has traditionally been collected, the
City Manager is authorized to establish and reestablish fees and charges, but only
in those circumstances in which a fee or a charge is not prescribed in this fee schedule.
In prescribing fees and charges, the City Manager shall first determine the cost to
the City of providing the activity, goods or services, and the fees or charges established
shall be as equivalent as practicable to such cost. Additionally, Ord. No. 300-02-10,
adopted June 15, 2010, provides an effective date of July 15, 2010.
Subsequently, section 3 of Ord. No. 500-03-11, states that "three percent of water
consumption revenues be transferred to the General Fund on a quarterly basis" and
section 4 of said ordinance states "the water service fee and the debt service fee
are designated as the "minimum water bill."
