§ 22-85. Operations.

  • (a)

    There is hereby created the Shavano Park Fire Department which shall be operated as a departmental function of the City and shall provide fire suppression, fire prevention and Emergency Medical Services for the citizens of the City, residential and commercial. The City Council may procure and have control of fire engines and other apparatus for the extinguishment of fires and providing emergency medical services (EMS), and provide and maintain fire station facilities to house fire department vehicles, equipment, and firefighters. All City-owned fire station facilities, pumpers, vehicles, and fire department apparatus/equipment and supplies are assigned to the Fire Department and are under management control of the Fire Chief.

    (b)

    The Fire Department shall be headed by a Fire Chief who shall be selected by the City Manager and approved by the City Council. Such employee may be terminated by the City Manager with consent of City Council. The Fire Chief is responsible to the City Manager and shall report on all activities of the Fire Department to the City Manager. The Fire Chief shall establish a fire protection and prevention program commensurate with established National Fire Protection standards wherever applicable and is acceptable to the City Council and the City Manager. The Fire Chief, in coordination with the City Manager, may appoint Fire Department officers necessary to provide continual fire department leadership and supervision in the absence of the Fire Chief.

    (c)

    Additionally, the following fire department positions are hereby created: Fire Chief, Assistant Fire Chief, Fire Lieutenant, Fire Apparatus Operator, and Fire Fighter. The City Council shall create such additional positions in the fire department as it shall deem advisable from time to time. Appointments to a fire department position shall be those positions budgeted by City Council on recommendation by the City Manager.

    (d)

    Operations and maintenance expenses are obligated according to established procedures as published in the procedures manual.
